Afghanistan
suffered from a long period of civil war and Taliban era. During
this period, basic social service system and social infrastructure
were destroyed and many people were not able to receive basic
services. As a result, the adult literacy rate in Afghanistan
is very low; illiterate population is estimated at seven (7)
million. In view of the situation, the Government of Afghanistan
(GoA) recognized the importance of literacy education for peace,
democracy, economic and social development in the future. The
Ministry of Education (MoE) carried out the promotion of literacy
education as one of vital policies of education in Afghanistan
and expanded literacy education. International and local NGOs
as well have been conducting literacy classes to support the
policy of MoE. As the results of these efforts, the situation
of literacy in Afghanistan improved its total literacy rate
to 46 %; male 31 % and female 16% (Literacy and Non-Formal Education
Curriculum Framework, MoE). The GoA recognizes the literacy
education as the urgent and prioritized area for action. As
demand for literacy education is huge and diverse, it is necessary
to offer programs flexibly. In addition to expansion of literacy
classes, an increasing focus is being given to institutional
development and capacity building, including development of
literacy class database, teaching materials planning, and literacy
class management. The GoA requested the Government of Japan
(GoJ) to support improvement of literacy education. Based on
the request, the GoJ dispatched the study teams by Japan International
Cooperation Agency (JICA) to conduct basic study (March 2004)
and ex-ante evaluation (March 2005). Based on the findings and
results of these studies, the GoJ and the GoA agreed to implement
the Project on support for expansion and improvement of literacy
education in Afghanistan. In June 2005, the both governments
agreed to implement the Project by signing the R/D (see Appendix
II).
Improvement of Policy Formulation Capacity
Literacy
Department is expected to improve its literacy education policy
formulation capacity. Through the project activities, the staff
of Literacy Department will be able to make the appropriate
diagnosis of literacy education. Based on the knowledge and
the experience gained through the Project, in the future, the
Department would formulate effective literacy education policy
in Afghanistan. This could be considered as a super goal of
the Project.
